North American foodservice packaging is moving through a practical replacement cycle. For years, expanded polystyrene foam was used because it was light, low-cost, and familiar to restaurants, cafeterias, schools, hospitals, and grocery prepared-food counters. That logic is changing. State-level EPS bans, single-use packaging policies, PFAS scrutiny, and producer responsibility programs are pushing foodservice buyers to choose packaging that can be documented, specified, and scaled.

In New York, the statewide foam ban restricts disposable expanded polystyrene foam food service containers, with further cold-storage foam container restrictions effective January 1, 2026. Oregon’s Department of Environmental Quality explains that SB 543 prohibits food vendors from using polystyrene foam containers for prepared food and also prohibits the sale of foodware containers with added PFAS, effective January 1, 2025.

Canada is also part of the North American shift. Environment and Climate Change Canada explains that the Single-use Plastics Prohibition Regulations cover foodservice ware made from or containing problematic plastics, including expanded polystyrene foam, extruded polystyrene foam, PVC, carbon black, and oxo-degradable plastic. Covered foodservice items include clamshell containers, lidded containers, boxes, cups, plates, and bowls.

These rules do not automatically require every buyer to use molded fiber. They do, however, remove foam as a default option and force purchasing teams to compare alternatives more carefully. That is where molded fiber food packaging becomes highly relevant: it can be designed as plates, bowls, trays, clamshells, cup carriers, deli containers, and compartment meal formats while offering a fiber-based story that buyers can explain to customers and compliance teams.

Foodservice buyers do not switch packaging because of sustainability language alone. They switch when an alternative fits daily operations. A school meal program needs stackable trays that work with portioning lines. A grocery deli counter needs rigid bowls and trays that present food cleanly. A restaurant chain needs clamshells that handle hot, oily, and moist foods without collapsing. The U.S. FDA announced in February 2024 that grease-proofing substances containing PFAS are no longer being sold by manufacturers for food-contact use in the U.S. market. Oregon also links foodware policy with added PFAS restrictions. This means North American foodservice buyers may ask suppliers for PFAS test reports, non-fluorinated declarations, and product-level documentation.

This point matters because molded fiber packaging often needs oil and water resistance.
